Mr. Heiman started TSIG Consulting Inc. in 1993 as a division of Wank Adams Slavin Associates where he was the Managing Principal. In 2000, TSIG became an independent company of which Mr. Heiman is the President. TSIG specializes in Condition Assessments, Computer Assisted Facilities Management (CAFM) Facilities Reports and Statement of Conditions (SOC) for hospital accreditation.

Larry has extensive experience in Life Safety, Utility Management, Equipment Management and Safety. Rick has over 25 years experience in providing non-clinical, regulatory compliance and accreditation services to healthcare facilities. His expertise is in the technical areas of life safety, health & safety, hazardous materials, and facilities management coupled with process and performance improvement skills for organizational management.

For 10-years, Rick was the Sr. Vice President for Technical Services at MedSafe, Inc. There he was responsible for managing the technical consulting staff for the accreditation and regulatory compliance services and focused his efforts on The Joint Commission’s management of Environment of Care chapters, EPA requirements, OSHA compliance, and hospital decontamination. For approximately 12 years prior to MedSafe, Rick worked as a Corporate Executive at Clean Harbors, Inc., a national environmental service company. Among his responsibilities, he managed profit centers dealing with hazardous materials and biological emergencies, hazardous materials transportation systems, a multi-million dollar hazardous materials commercial training program and a Hazardous Material Training Center for chemical spill response.

Rick holds a degree in Biological Sciences (Human Physiology) and graduate degrees in education and environmental sciences, and has been certified in Health and Safety through the OSHA Training Center.

As a Life Safety Consultant Michael provided codes-based consultations to healthcare clients Nationwide. Michael served 14 years on the Tennessee Fire Safety Inspectors Association BOARD of Directors including 4 years as Vice President. Lori possesses over 25 years of experience and has provided consultation to healthcare providers on Fire Safety Programs & Plan Reviews, managed programs for AutoCAD, created traditional equivalencies as well as fire safety evaluation system equivalencies, managed building maintenance programs and prepared hundreds of Statement of Conditions.

Ken possesses over 28 combined years of healthcare consulting for general maintenance/engineering, construction management, physical environment management, regulatory compliance, and is a Certified Healthcare Safety Professional (CHSP).

Ken serves as an instructor in numerous subjects including fire codes, building codes, and all healthcare regulatory/accreditation physical environment subject matter.  He has served as member of multiple NFPA technical committees including “The Technical Committee on Safety to Life in Healthcare Occupancies” for NFPA 101-2009, and currently serves on the “Correlating Committee on Healthcare Facilities” for NFPA 99.  He also serves as an active member of the ASHE “Editorial Advisory Group”.

Brian joins the TSIG team with over 15 years of healthcare experience.  His previous healthcare experience has ranged from management of key departments within the hospital to private consulting for life safety, management, and staffing development.  His last position was Director of Support Services at The University of Tennessee Medical Center where the majority of his time was devoted to managing the Statement of Conditions, Life Safety Program, and Utility Management. Skip comes to TSIG from Texas Health Resources, one of the largest faith-based nonprofit healthcare systems in the United States with over 3800 licensed beds, and the largest healthcare system in North Texas in terms of patients served.

During his fourteen years at Texas Health, Skip served in various roles in Security, Environment of Care (EC) and Life Safety (LS), including Safety Officer and Life Safety Specialist. His most recent role was as Regulatory Compliance Program Manager at the corporate level, overseeing regulatory readiness for sixteen hospitals and conducting EC and LS inspections for new construction and renovation projects.

Skip currently holds CHFM and CHSP certifications and is a member of the NFPA, ASHE and Texas Association of Healthcare Facilities Management.

Key Hiranand served as manager, Safety/Emergency preparedness at Baptist Hospital in Miami for nearly 10 years where he was responsible for developing. Coordinating and managing all hospital Safety and Environment of Care initiatives for the flagship hospital in the Baptist Health South Florida healthcare system with over 5000 employees and 680 beds. His responsibilities include ensuring hospital wide compliance at the Local State and Federal levels. Wayne Kestler has joined us after spending 32 years at ARAMARK Healthcare and its predecessors, in various capacities with the final 16 years as FM Director of Operations Support. In that capacity he provided the following services:

Byron Kitagawa, HEM; who joined our firm in February of 2016 and comes to us with an outstanding background of experience and vast knowledge of regulatory compliance with over 20 years of hands-on experience in managing and maintaining Environment of Care ( EC), Life Safety (LS) and Emergency Management (EM) programs. Byron currently resides in San Diego County, California.
Having spent the previous 11 years as a Life Safety Code Surveyor for the Joint Commission, Byron’s significant experience includes having surveyed over 500 hospitals, including critical access hospitals, long-term care facilities and ambulatory surgery centers. Byron not only possesses a comprehensive understanding of the survey process, he has also reviewed countless sets of Life Safety Plans, progress and updates of Building Integrity & Compliance with NFPA 101- including preparation of Statement of Conditions and Life Safety audits, as well as detailed evaluations of Management Plans & Annual Evaluations, including other EC related documentation such as ILSM procedures and implementations, Risk Assessments, etc.
Prior to working for the Joint Commission, he served as the Senior Safety Management Specialist for Sharp Healthcare in San Diego- a 2007 recipient of the prestigious Malcolm Balrige Award and where he acquired over 10 years working experience, enhancing the Environment of Care, Fire Safety, Hazardous Materials and Waste, and Medical Equipment programs.
Prior to working with Sharp Healthcare, he earned recognition and high praise serving as the Hospital Risk Manager and Safety Officer for County Hospital in Monterey California for 12 years. Mr. Kitagawa also attained professional competence as a Manager for Safety, Security, Communications, Environmental Services, Laundry/Linen, and Disaster Preparedness. Mr. Kitagawa was also one the contributors / co-author of the second edition of the “Design Guide for the Built Environment of Behavioral Health Facilities” published in 2007. Mr. Lyons has over 20 years experience working at hospitals in engineering and safety. During that time he has held the position of Director of Facilities Management at North Shore University Hospital at Forest Hills and St. Charles Hospital and Rehabilitation Center in Port Jefferson, New York. He was the Assistant Director of Engineering at South Nassau Communities Hospital, and the Lead Engineer & Fire Safety Officer at Syosset Community Hospital as well. Tom has a BS in Occupational Safety and Health Engineering from Columbia Southern University, Certificates in HVAC and Building Automation, Facility Management, Construction Project Management, and Hi-Rise Fire Safety from New York University and is a member of the NFPA, ASHE, and HESGNY.

Ken has been working in the area of facilities management for approximately 30 years, of which 21 years has been at the executive level. Prior to entering facilities management he received an excellent technical background by working in various trade areas and managing his own contracting business specializing in commercial/residential work in the field of HVAC, electrical, plumbing and carpentry.

In addition to a strong management and technical background, Ken also has extensive knowledge in the following areas of compliance: The Joint Commission, OSHA, Life Safety Code and EPA. Ken has led numerous Joint Commission surveys as well as OSHA and EPA inspections. Ken’s top priority is assuring that the facility is in a constant state of readiness for spot or scheduled inspections.

Ken was previously employed by The Joint Commission in the position of Life Safety Code Specialist. In this position, he surveyed facilities around the country for compliance with Joint Commission standards as they relate to the Environment of Care and the Life Safety Code.

Having spent his entire Healthcare career in the Ohio area, Ken has worked at facilities of varying sizes, including the Cleveland Clinic, University Hospitals, Lake Hospital System, Saint Vincent’s Charity Hospital and Medina General Hospital in Chicago.

Don Metcalfe has 26 years of professional safety and industrial hygiene experience including both general industry and healthcare. For the past 11 years Don has been responsible for coordinating the physical environment program and managing the safety and hazardous waste programs for a 637 bed hospital along with the associated urgent care, ambulatory care, and business locations. His responsibilities included performing surveys/audits for life safety, physical environment, and infection prevention, as well as risk assessments, accident investigations, exposure monitoring, and ergonomics evaluations. He has also developed numerous educational resources and provided training on a wide variety of topics. Prior to working in the healthcare setting Don worked as a consultant providing risk evaluation, program audits, and investigations to reduce risk and improve safety performance.

Don has experience with CMS, The Joint Commission, and DNV accreditation processes and brings a broad based experience and technical knowledge to identify opportunities for improvement, develop plans, and coordinate programs and training to help improve performance.

Don will be working very closely with Ken Gregory, Vice president South Atlantic Region, and will provide accreditation services to hospital throughout the US.

Mr. Mills brings over 22 years CAD and CAFM experience to the TSIG healthcare team. His extensive experience in design, drafting, and engineering gives him the ability to coordinate all work the healthcare team does as it relates to electronic and paper drawings, as well as maintenance of the filing system. He maintains and updates CAD standards and procedures, trouble-shoots all CAD related problems, coordinates CAD protocols for every project, improvises new CAD technologies (electronic laser measuring devices and Palm technology) and works on improvement of production by adding new features to CAD. He is thoroughly conversant in the use AutoCAD 14R and above, Archicad 6.5, and Aperture.

Dean Samet is one of those select few individuals whose name is distinctly recognizable with The Joint Commission and TJC’s Environment of Care standards. With nearly 40 years experience, Dean is serving as TSIG’s Regulatory Compliance Officer where he is an invaluable resource to both TSIG consulting staff and clients for Environment of Care, Life Safety, and Emergency Management standards interpretations and TJC’s survey process. He also helps provide timely responses to TOLCAM, TSIG’s On-Line Compliance Assistance Manager.

Dean served as an Associate Director, Senior Engineer, and Certified Joint Commission Surveyor for over 17 years at The Joint Commission where he helped in the development of the Environment of Care standards and surveyor training. He was also TJC’s chief liaison to the NFPA, ASHE, AIA, VA, DOD, IHS, and CMS on Environment of Care, Life Safety, and Emergency Management issues. Dean graduated from Southern Illinois University with a BS degree in Engineering Technology and is a Master’s Candidate in Healthcare Administration from St. Joseph College. He is also a Certified Healthcare Safety Professional.

Mr. Stewart serves as the Vice President of TSIG’s Western Region. Jerry has over 20 years professional experience in Healthcare Facility Operations at the Director and Vice President level. Prior to joining TSIG, Jerry served as Senior Healthcare Consultant with SSR where he earned the reputation for being one of the most personable, knowledgeable and skilled Life Safety & Environment of Care consultants in the industry. Mr. Stewart’s expertise stems from his experience with management and operations of medium to large healthcare facilities with particular strength in regulatory compliance and construction management. Jerry also possesses an outstanding level of expertise in Healthcare Support Services Department Operations and TJC, CARF, AOA-HFAP, CMS, Life Safety Code 101 compliance and Joint Commission International.

John Taylor joined TSIG in 2011 as a Compliance Specialist. John brings five years of progressive experience in Regulatory Compliance and Facility Management based upon thirty-one years of experience in the healthcare engineering and environment of care field. He managed Engineering Departments of small and medium sized hospitals, providing strong technical expertise based upon experience, knowledge, codes and standards and staff development. He draws upon this Environment of Care and life safety experience to partner with clients and help them successfully meet regulatory compliance goals in a responsible manner. Partners include facilities using TJC, CMS, DNV, AOA, HAFC and CARF standards for deeming and accreditation purposes. Whether conducting life safety assessments, mock surveys, document reviews, speaking engagements or training sessions, inspiring engineers to provide the safest and healthiest environment possible is his goal.

Dr. Wagner has vast experience in quality healthcare compliance gained from serving as a Research Scientist and Health Administrator at the National Institutes of Health (NIH), Senior Scientist at the Centers for Disease Control and Prevention (CDC), and Vice President, Education, Research and Development with Safety Management Services, Inc. His wide-ranging knowledge of The Joint Commission and DNV compliance requirements has been acquired from over 30 years of healthcare consulting and has been applied during the survey preparedness and inspection process for organizations nationwide.

Over his career, Dr. Wagner has given numerous presentations at national meetings, including the American Society of Healthcare Engineers (ASHE), Association for Professionals in Infection Control and Epidemiology (APIC), and Association for the Healthcare Environment (AHE). He has also published articles in national journals and provided programs as state organizations on a variety of subjects.

Dr. Wagner is a graduate of Emory University (BS, Physics), Georgia Institute of Technology (MS, Physics & Nuclear Engineering), and The Johns Hopkins University (ScD, Environmental Health), He retired from the US Public Health Service (US-PHS) where he served at both NIH in Bethesda, MD and CDC in Atlanta, GA. He holds certifications as a Certified Hospital Safety Professional (CHSP), Certified Hospital Emergency Professional (CHEP), and Certified Hazard Control Manager (CHCM).

Currently, Dr. Wagner is the Chairman of the Board for the APIC Consulting Service and has served as the Chairperson for the APIC Emergency Preparedness Committee. He is also a member of the ASHE, AHE, APIC, and National Fire Prevention Association (NFPA).
